•All frontline staff to understand the harms that patients face due to delays e.g. deconditioning and the indirect harms that came to patients upstream particularly those waiting for an ambulance.

•All clinicians to then have tools and case studies at their fingertips to support them to make a difference

•All clinicians to be able to balance the risks the patients face and be able to effectively make shared decisions with patients on this basis

•All clinicians to feel empowered to make a difference, and supported and enabled by system leaders and to understand they have ‘permission’ to undertake quality improvement initiatives
