Investing in workforce education and training is essential for driving improved care delivery and transforming services to meet the evolving needs of the population. This commitment is outlined in the NHS Long Term Plan (2019) and We Are the NHS: People Plan (2020/21), with a specific focus on palliative and end-of-life care articulated inAmbitions for Palliative and End of Life Care(2021; 2015).

The development of this area-specific capability framework directly addresses these policy priorities, ensuring the delivery of safe, effective, and person-centered palliative and end-of-life care. It sets an ambitious agenda to expand advanced practice roles across nursing and allied health professions in all healthcare settings, including NHS, private, independent, and charity-funded primary, community, and secondary services.

The framework aims to empower practitioners to reach their full potential and maximize their impact in meeting the needs of individuals, families, and carers. It supports diverse models of care delivery and emphasizes multi-professional, multi-agency collaboration to provide high-quality, responsive palliative and end-of-life care.
