Mental Health and Housing Protocol

The Mental Health and Housing Protocol provides clear step-by-step guidance for a range of complex mental health and housing scenarios by outlining how partners should work together. It covers a range of scenarios such as what to do when an individual is admitted to an emergency department, general acute, or mental health inpatient facility and is homeless, if an individual is at risk of eviction or threatened with homelessness, if they are exploited in the community, have no recourse to public funds, or lack capacity. The protocol has been in Surrey since 2016 and most recently updated in March 2025 and re-launched across the system.
