This framework sets out best practice for recruiting, appointing, and embedding Freedom to Speak Up guardians, clarifying expectations, required competencies, and organisational responsibilities. It supports leaders to ensure the guardian role is independent, well-supported, and effective in promoting a culture of openness, learning, and continuous improvement.
