About the programme

NHS England is leading work to improve working lives and specifically, improve the experience of Statutory and Mandatory Training (StatMand) as referenced in the 2024/25 priorities and operational planning guidance.   

This work supports the delivery of the Long Term Workforce Plan and  The Future of NHS HR and OD - to transform people services, through the simplification, standardisation, and scaling of people services with digital enablement.

The StatMand programme aims to:

  • help employers across the NHS in England to keep people safe and build a workforce that has essential competences;
  • free up capacity to deliver more high-quality care for patients, including enabling staff to move more easily from one NHS employer to another without unnecessary repetition of training; and
  • improve the quality of training delivered and the learning experience of staff.

The programme is working to achieve these aims through 3 parallel workstreams:

  • optimise: – making the most of the training framework, learning content and passporting mechanisms that we have available now. Please see Optimise  for more information.
  • rationalise:  – making adjustments that will reduce the burden on staff, whilst not compromising quality of care or safety. Please see Rationalise for more information.
  • redesign:  – taking a fundamental look at all statutory and mandatory training to determine exactly what is required, whether training is the best intervention to avoid adverse incidents or reduce risks, how training is considered in the event of an incident and how education and training could be optimally delivered.
